The founder of the Center for Pedagogical Studies and Research – Dr. El Moctar Taleb Hende – holds a doctorate in teaching English to Speakers of Other Languages (TESOL) from the School of Education , the University of Exeter-UK. He added to this qualification other courses related to the field of education, including:

-Education administration and Finance: Focused on quality, internal efficiency and equity. Kobe University-Japan

-The Art of Management. Swiss eLearning Institute- Switzerland

 -Digital Creator and Assessor-Level 2-Hamdan Bin Mohamed Smart  University-Dubai            

-Assistant Technician in Computer and Management-ICF-Tunis

At the professional level, Dr. Hende is an associate professor of applied linguistics- Department of English- University of Nouakchott Al-Aasrya. He had held several administrative positions in Mauritania and abroad, such as:

Secretary General (Deputy Minister) of the Ministry of Health,

Secretary General (Deputy Minister) of Ministry of Youth and Sports,

Secretary General (Deputy Minister) of the Ministry of Foreign Affairs and

Secretary General (Deputy Minister) of Ministry of Islamic Affairs and Early Education.

He had also worked for 10 years in educational positions in the United Arab Emirates, the latest of which was director of the English Language Center at Hamdan Bin Mohammed Smart University-Duba-UAE.
